Lawn Care Service - Start Times

I was woken up at 7:00 am this Saturday by Foley's Lawn Service of Lakeland firing up the ride on mower cutting the empty house next door. I am hoping that the LOW HOA hired this company since the homeowner vacated the home over a year ago.
I did got out and express to the lawn service company that 7:00 am was an unreasonable time to start cutting lawns and they woke me up.
My question is, do we have an official start time for cutting lawns?
